A new decree brings some innovations and many clarifications concerning the obligation to take the test of knowledge of the Italian language in order to be able to apply for the EU permit for long-term residents and their family members.
This is the only residence permit that confers permanent resident status and allows you to live and work in some countries of the European Union according to the procedures established in each country.
The level of knowledge of the Italian language that is required is A2 level which allows you to communicate by exchanging information about everyday life, describing aspects of your life in simple terms. There are 5 certification bodies on the Italian territory that can issue recognised certifications.
Any other centre, school, association, etc. must be affiliated with these five: University for Foreigners of Perugia, University for Foreigners of Siena, University of Roma Tre, Dante Alighieri Society, “Dante Alighieri” University of Reggio Calabria for foreigners.
There are also 3 main exemptions from carrying out the Italian language test: The certification of knowledge of the Italian language is not necessary if the EU residence permit is for long-term residents who are either holders of refugee status or subsidiary protection (Legislative Decree no. 12/2014 and Ministry of the Interior Circular of 20/03/2014), for those suffering from serious limitations to the ability to learn language, attested by certification produced by a health facility, and for children under 14 years.
