Meloni’s African Vision: Collaboration over Charity in Mattei Plan

Italian Prime Minister Giorgia Meloni, during her visit to Mozambique, emphasized the importance of a collaborative approach to Africa’s development, stating that the continent should not be seen as a charity case but as a partner with abundant resources capable of prosperity.

Meloni, who arrived in Maputo for a mission that will also take her to the Republic of Congo, discussed the new approach Italy aims to foster in its relations with Africa during her meeting with Mozambican President Filipe Nyusi. The premier highlighted the need for a fresh European approach that doesn’t exploit or patronise Africa but instead builds long-term relationships based on mutual benefit.

The Italian Prime Minister stated that the “Mattei Plan,” aimed at boosting cooperation between Italy and Africa, should not be presented to Africa but should be drafted collaboratively, with shared priorities and strategies. She stressed that the plan will be supported by Italy’s Climate Fund, with around 70% of the fund’s resources, totaling approximately 3 billion euros, allocated to Africa. This significant investment is intended to encourage a new approach for the entire European Union.

Meloni also addressed the issue of counter-terrorism, noting that stability and peace are essential for strategic development. She expressed the intention to encourage Italian companies to invest more in the region, emphasizing that without stability, achieving the necessary prosperity would be far more challenging.

President Nyusi welcomed Italy’s initiative to organize the Italy-Africa summit, stating that it is an important opportunity to include the African continent on Italy’s agenda. He expressed his hopes for the summit’s success and indicated that Italy had sought Mozambique’s perspective on the summit’s agenda. Nyusi appreciated Italy’s focus on strengthening solidarity and cooperation in various fields, including bilateral cooperation and economic diplomacy.

Nyusi also acknowledged Italy’s contribution to the energy sector in Mozambique, highlighting the positive impact of Eni’s work in Cabo Delgado and the tangible projects benefiting the local population.

The collaboration and partnership discussed during Meloni’s visit highlight Italy’s commitment to a more equitable and mutually beneficial relationship with African nations, emphasizing long-term cooperation and development.
